Parking Enforcement

For effective parking management and the safe movement of vehicles around our sites, a parking enforcement process is required.  This uses the issue of parking charge notices and this service is provided by Civil Enforcement Ltd on behalf of the Trust.  As Civil Enforcement Ltd hold all of the information relating to each charge notice issued, including photographs, they are best placed to deal with any appeals or further queries and they undertake this on our behalf.  All contact regarding any notice, including payments and appeals should be with the company concerned, Civil Enforcement Ltd (please see details below

Appealing a parking charge notice (PCN)

To appeal a parking charge notice you need to either email or write to the company within the time period required.  They have all the information relating to each parking charge notice, including why it was issued and also photographs taken at the time showing the vehicle and signage etc. 

If you intend making an appeal you should not pay the parking charge notice prior to making your appeal. 

The quickest and easiest way to appeal is by email to appeals@ce-service.co.uk, but you can do so in writing to the address detailed on the notice or letter (a notice will also contain a pre-printed envelope with this address on)

All appeals made must;

  • Detail the parking charge notice (PCN) number and vehicle registration
  • Provide a full contact address for the company to send any responses to, usually by letter.
  • Outline your reason for appeal and provide the evidence to confirm the reason. You should always quote the parking charge notice number, registration and issue date on any correspondence with them.
  • Be received by the company within 28 days of a charge notice being issued or within 28 days of a Notice to Keeper Letter.

Paying a parking charge notice (PCN)

You can pay a parking charge notice;

By Post – you must pay for postage, use and complete the slip from the bottom of the notice or letter, sending a cheque made payable to Civil Enforcement Ltd to:

By Phone – You will need the parking charge notice (PCN) number to key in.  Payment can be made by debit or credit card (24 hours a day) by telephoning 0115 822 5020.

Online - You will need the parking charge notice (PCN) number to key in.  Make a secure payment on this website; http://www.ce-service.co.uk/pay-now.asp 

For information;

You can phone the company, during office hours regarding a charge notice on the number provided, but you will need the parking charge notice (PCN) number to key in and listen to all the options available then leave a message to be contacted back or speak to an advisor, but phone messages cannot be used as an appeal.

For parking charge notices which are not paid or appealed within the timescales; the parking company may seek recovery of unpaid amounts and additional costs incurred up to and including court proceedings when required.
