HEADLINE NEWS

The future of North Manchester General and Pennine Acute

Coinciding with Salford Royal NHS Foundation Trust’s planned formal acquisition of The Royal Oldham, Fairfield General and Rochdale Infirmary sites by March 2020, it’s intended that North Manchester General Hospital (NMGH) will transfer to Manchester NHS Foundation Trust (MFT) at the same time. This proposal is part of the longstanding plan to create a Single Hospital Service for the City of Manchester and Trafford.

Plans for NMGH are consistent with the Healthier Manchester Locality Plan where, in addition to NMGH joining with MFT, North Manchester’s Community Services transferred to the new Manchester Local Care Organisation (LCO) in April 2018. Staff formally transferred under TUPE regulations to MFT employment in July 2018 to become part of the Manchester LCO.

Manchester Commissioners are working with Oldham, Bury and Rochdale CCGs, as well as Manchester City Council, MFT and ourselves The Northern Care Alliance NHS Group (NCA) to agree an acute services strategy for NMGH. An exercise has been initiated to describe each of the clinical services in The Pennine Acute Hospitals NHS Trust (PAT), and to determine whether it is a locally managed function, or one that is provided across PAT. This work is progressing well, and there is generally good agreement on the analysis. The process is identifying a number of services that are local to NMGH, but equally it is highlighting all of those services that are provided on a PAT-wide basis. Some of these may be hosted in the North Manchester site, and others may be hosted in our Bury /Rochdale Care Organisation (CO) or our Oldham CO.

A PAT Transaction Board is overseeing the formal transactions and the changes in ownership. The aim is to complete the transactions and the dissolution of PAT in the second half of 2019-2020 (ie between 1 October 2019 and 31 March 2020), subject to rigorous due diligence (risk assessment), agreement of financial plans, and approval of business cases.

Salford Royal is the first Acute and Community Trust to be rated 'Outstanding' in consecutive inspections by CQC

Sir David Dalton, Group Chief Executive of the Northern Care Alliance NHS Group (which brings together Salford Royal NHS Foundation Trust and The Pennine Acute Hospitals NHS Trust), has praised and thanked staff at Salford Royal NHS Foundation Trust for what he calls a ‘tremendous achievement’ following the news that the Trust has once again been rated Outstanding by the (CQC).

He hopes Salford and Pennine’s Group approach shows that there are real opportunities for other organisations within the NHS; patients can benefit when organisations decide to work together to deliver standardisation at scale.
