Trust makes new year pledge to continue to ‘Raise the bar on quality’ for patients

The Chief Executive of the Trust has unveiled a new high priority ten point action plan to make an immediate impact and improvement on the quality of services it provides to patients and their families.

‘Raising the bar on quality’, led by the Trust’s Chief Executive and Chief Nurse, sets out what the Trust’s 9,000 staff who work across its hospitals and community services, can do now to make the Trust and its services the best they can possibly be for staff and patients.

Countdown to our CQC inspection

Our CQC inspection next month is a really important milestone for the Trust and our future. Teams of inspectors will visit our wards and departments between 23-26 February 2016 across our hospital sites and to our community services 1-3 March 2016. As the time for our CQC’s visit to the Trust draws closer, the inspection team has been in contact with us to discuss how they are going to conduct their inspection. During their visit, the CQC inspectors (around 50) will want to speak to staff who work across a variety of our wards and departments to get their views of working in the Trust. They may speak to staff they meet whilst they are out and about across our sites, but they have also asked us to set up a number of staff focus groups for staff. We will be keeping our staff, partners and GPs fully informed about the CQC inspection over the next few weeks.

Proactively managing patient flow

In an effort to help alleviate the pressures on our services and to support staff, and to ensure we focus on giving our patients the safest and very best care and experience we can, the Trust has implemented a number of measures to proactively manage patients. This will help create capacity on our wards and improve the flow of patients in and out of our hospitals. 

  • We need to ensure that our patients are in the right place at the right time, and that priority is given to our acutely ill patients and those who require specialist treatment.

  • We all need to be as proactive as possible and manage every patient.

  • We need to work together across all departments and specialties to focus on discharging patients who are medically fit.

  • We need to ensure every patient has a clear management plan and any patient still requiring a test needs to be flagged up.

  • Consultants will be required to review all management plans for their patients who have the potential to discharge.

  • Emergency Departments must ensure 4 times daily consultant ward rounds in each department to review each patient and the management plan.

  • We are planning to scale back on some elective surgery to free up beds and staffing for medical patients. A review is being undertaken to postpone and rearrange all outpatient clinics in Medicine, except urgent/cancer patients, for w/c 4th and 11th

High standards of care and patient safety remain our top Trust priority and this will not be compromised. This includes the ability for us to create capacity for those who need to be admitted and stay in hospital and to staff our wards safely with the required number of staff and to continue to deliver high standards of care.

 

Influenza (H1N1) cases 

Over recent weeks the Trust has seen a small but increasing number of patients being admitted to our hospitals as a result of complications arising from community acquired seasonal influenza (H1N1). H1N1 is this year’s seasonal flu.  Most of these patients are relatively young and have become very unwell. All have required care and treatment in our critical care and high dependency units. There is no pattern to these cases. As a precautionary measure, and in line with national guidance, we are offering antiviral medication to those patients affected, particularly those in high risk groups. The early indication locally is that we can expect further cases of flu. Our clinical staff are familiar with the Trust’s protocols so that everyone can be prepared for any further cases which may present. Stocks of antiviral medicine in the Trust are sufficient and we have all the necessary equipment (PPE) and procedures in place to cope with an outbreak. Our staff are remaining vigilant and following the agreed pathway for potential paediatric and adult flu cases.

Matron Charlotte looks to drive up standards of quality in her new post at the Trust

A new dedicated quality matron for medicine has been appointed at the Trust as part of the our focus on driving up quality and improving care standards across its hospitals and community services.

Charlotte Dent started work in her new post, based at The Royal Oldham Hospital, in November and is leading work on supporting the Trust’s medical nursing staff and ensuring high professional standards are consistently applied as a priority.

Manchester Evening News article about North Manchester General Hospital

It is important that GPs and our partners are aware of our Trust's response to the article published in the Manchester Evening News recently about the future of our site and services at North Manchester General Hospital (NMGH). There have been no discussions internally or externally with any of our partners about removing NMGH from the Trust. Over the last 18 months we have been working hard on our partnerships with Manchester City Council. Our front line staff at NMGH have developed fantastic progressive relationships with the City Council by linking up and delivering joined up services and developing new innovative models of care particularly around our community and social care services for our local communities. We are proud of the progress we have made in working with the City Council and our commissioners in developing truly integrated care services across the north part of the city of Manchester. 

We know that patient pathways and models of care need to change - we have been working on our clinical service transformation plans and more recently have committed to work with University Hospitals of South Manchester and Central Manchester FT to support an independent review on exploring a single hospital model for the city of Manchester. This is being led by Sir Jonathan Michael. More information on how our clinicians can become involved has been shared with our consultants at NMGH. We see this as an opportunity to ensure that all of our services dovetail together as part of our wider transformation plans and those of Greater Manchester Devolution. This will allow Pennine to look both inwards towards the city and outwards towards our hospitals and services at Bury, Rochdale and Oldham to ensure we provide the best range and access to quality services for the communities we serve. We are well placed to build on our breadth, expertise and experience as a four site NHS Trust that provides a range of services for a population of 850,000 people.
